§ 31.05  BOARD OF ETHICS; POWERS AND DUTIES.
   (A)   There is hereby established a Board of Ethics.  Said Board of Ethics shall be the Civil Service Commission for the city.  The Board of Ethics shall promulgate its own rules and regulations as to its terms and procedures and maintain proper records of its opinions and proceedings for which expenses it shall be reimbursed by the city for actual necessary expenses incurred in the performance of their duties, acting as the Board of Ethics and as approved by the City Council prior to expenditure.    (B)   The powers and duties of the Board of Ethics shall be:
      (1)   To render advisory opinions to city officials and employees in relation to this subchapter and other codes of ethics as established by the City Council.
      (2)   To recommend to the City Council from time to time, orders, rules and regulations, changes in proposed resolutions and ordinances as its deems necessary.
      (3)   To investigate and render advisory opinions to elected or appointed officials or employees when requested to do so by said persons and as approved by the Mayor.
      (4)   To investigate any alleged violations of this subchapter upon the written request of the City Council or Mayor.
      (5)   The Board of Ethics is not empowered to take any direct administrative action; however, their function shall be advisory and investigatory.
      (6)   All requests for investigation must be done in writing.
