Any person aggrieved by any action of the City Assessor or Planning Commission shall be entitled to a hearing before the City Council. Such hearing shall be requested in writing to the City Clerk and shall be held at the next regular meeting of the City Council, occurring not less than ten days after filing of the request. The City Council may, after the hearing, modify or reverse any decision of the Assessor or Planning Commission.
