§ 154.15  PRELIMINARY INVESTIGATION.
   Prior to the preparation of a preliminary plat, the subdivider shall meet informally with the City Planner and/or City Engineer and other representatives of the public service departments to investigate the procedures and standards of the city, State Subdivision Control Act and the master plan or any other proposals which affect the area of the proposed subdivision. It is the responsibility of the subdivider to:
   (A)   Familiarize himself with the Zoning Ordinance Subdivision Control Act, engineering specifications, and other ordinances or controls relative to the subdivision and improvement of land, so as to acquaint himself with the requirements of the city.
   (B)   Investigate the adequacy of existing schools, open space, recreation areas and other public facilities to serve the proposed subdivision.
   (C)   Review the relationship of the proposed subdivision with the existing street system.
   (D)   Investigate the standards for sewage disposal, water supply and drainage of the city, the health standards of the county and the state, and the standards of the public utility companies.
   (E)   Review Act 288, Public Acts 1967, and the requirements of the state and county agencies which are required by the said Act to review and approve the plat.
