(A) There shall be a personnel advisory and appeals board of three members, appointed by the Mayor with the consent of the Council, for terms of six years. Provided, the first board shall consist of one member appointed for a term ending December 31, 1972, one for a term ending December 31, 1974, and one for a term ending December 31, 1976. Thereafter all terms shall be for 6 years. Any vacancy within a term shall be filled for the unexpired portion.
(B) Each member of the board shall be a resident of the village, neither shall hold nor be a candidate for any other public office or employment, and shall not be a member of any local, state or national committee of a political party or an officer of any partisan political club or organization.
