All positions in the service of the village shall be filled pursuant to § 35.50 except the following:
(A) Mayor.
(B) Members of Council.
(C) Members of boards and commissions.
(D) City Manager.
(E) Assistant Manager.
(F) Heads of the principal departments.
(G) Police Chief.
(H) Assistant Chief - Captain of Patrol.
(I) Assistant Chief - Captain of Investigations.
(J) City Solicitor.
(K) Comptroller.
(L) Clerk of Council.
(M) Administrative Assistant.
(N) City Engineer/Project Manager.
(O) IT Manager.
(P) Grand Valley Manager.
(Q) Rowe Arboretum Manager.
(R) Director of Administrative Services.
(S) Assistant Superintendent.
(T) GIS Analyst.
(U) Temporary employees of exceptional professional or scientific qualifications engaged as consultants for limited periods of time.
(V) Such unskilled labor as the personnel advisory and appeals board finds impracticable to include in the classified service.
