RESTORATION STANDARDS
The purpose of the restoration standards in this section is to ensure that all designated resource protection areas that are disturbed or destroyed during construction of improvements are restored in a manner consistent with the natural resource protection standards set forth in § 154.154.110 through 154.116.

Restorative measures as set forth in this chapter are intended to concern only those areas of the subdivision in which resource protection areas are disturbed or destroyed during construction of public improvements or subsequent private residential improvements. The developer is encouraged to provide additional landscaping throughout the subdivision that will complement the existing features and the developed site pursuant to § 154.150 through 154.154.

(A) Whenever it becomes apparent that construction of subdivision improvements or residential improvements will or has adversely affected a designated resource protection area, the developer, builder, or property owner shall be required to submit a site plan indicating the limits of the affected area and an inventory of the trees located within that affected area.
(B) (1) Forested area. In any area in which forested areas to be preserved in accordance with the resource protection requirements of § 154.110 through 154.116 are destroyed during the construction of public or private improvements of the subdivision, such trees that are destroyed shall be replaced on a one-for-one basis for all trees larger than four inches diameter at breast height (DBH). Replacement trees shall not be less than three inches in diameter at breast height.
(2) Slopes. Slopes designated as resource protection areas that are disturbed by grading, excavation, or landfill shall be restored as directed by the Village Engineer.
(3) Kope formation. Kope formation and floodplain areas designated as resource protection areas that are disturbed by subdivision or residential improvements shall be restored as directed by the Village Engineer.

(A) All replacement trees shall be located in designated resource protection areas as directed by the City Manager.
(B) All restoration work shall be in accordance with the Ohio Department of Transportation construction and material specifications.
(C) Trees utilized in the landscaping plan shall be selected from the village-approved listing of land-scape materials on file with the City Manager. Not less than three species of bushes and three species of trees shall be utilized in developing a plan for a proposed subdivision.
(D) All plantings shall be furnished balled, burlapped, or container grown.
(E) Tree sizes shall not be less than three inches in diameter as measured at a point 12 inches above natural ground.
