§ 112.04 ACTION ON APPLICATION; TIME LIMITS.
   (A)   No certificate of registration shall be issued to any person who has been convicted of the commission of a felony under the laws of this state or any other state or federal law of the United States, within five years of the date of the application; nor to any person who has been convicted of a violation of any of the provisions of this chapter, nor to any person whose certificate of registration issued hereunder has previously been revoked as herein provided.
   (B)   The Chief of Police shall either issue the permit or deny the application within ten business days. Should the application be denied, the Chief will cause a declaratory judgment action to be filed in the Hamilton County Court of Common Pleas within 15 calendar days, seeking judicial review of the decision denying the permit.
