Except as provided in § 155.06:
(A) It shall be unlawful to post up, affix, or cause to be posted up or affixed any bill, placard or notice, either written or printed, upon fences, trees, walls, poles, buildings, or upon any part of any property in the village, without the previous consent of the occupants of the property, or, if there be no occupants, without previous consent of the owners.
(B) It shall be unlawful to post up, affix, or cause to be posted up or affixed any bill, placard, or notice, either written or printed, in or upon any public right-of-way, or roadway, or upon any building or property belonging to the village.
