The City Manager is hereby authorized and directed to prepare and maintain rules and regulations related to the use of the public and private trails of Indian Hill provided for horseback riding by licensees. Violations of these rules and regulations shall be subject to the penalty provisions set forth in § 91.99. The City Manager is further authorized to amend said rules and regulations, as may be necessary.
