No person shall stop, stand, or park any motor vehicle at special parking locations provided for handicapped persons, unless the motor vehicle is displaying a parking card issued under R.C. § 4503.44, or is being operated by or for the transportation of a handicapped person and is displaying the special license plates authorized by that section.
