§ 51.24 CONSTRUCTING WITHOUT PETITION.
   (A)   When council of the village determines by ordinance that it is to the best interest of the water distribution system to construct a water main extension connecting two or more existing mains, the superintendent of water works shall be authorized to construct such an extension without the filing of any petition therefor or the making of any advanced deposit. After the completion of any such extension, the superintendent shall cause any premises abutting the streets or way in which the extension is laid to be notified of the installation and that a tap may be made thereto upon payment per linear foot to be determined as in § 51.21.
   (B)   No taps shall be permitted to be made in any extension until and unless the payment herein shall be paid in full. The above payment is in addition to the normal charge for service branch installations indicated in § 51.37.
