It shall be the duty of the City Manager under the direction of Council to edit, manage, publish, and distribute The Indian Hill Bulletin. The size, form, typography, make-up, number of copies to be printed, publication date, method of distribution, and similar details relating to the publication of the newspaper shall be determined by the City Manager.
