§ 52.018  LOCAL LIMITS.
   (A)   The town may apply local limits through issuance of industrial user permits as provided in this chapter.
   (B)   The town may apply local limits based on EPA categorical pretreatment standards, water quality standards or criteria, treatment plant process inhibitions, or sludge disposal standards as necessary to comply with the general prohibitions against pass-through, interference and sludge contamination in 40 C.F.R. part 403 and VR 680-14-01, part VII.

§ 52.019  RIGHT OF REVISION.
   The town reserves the right to establish, by ordinance or in wastewater discharge permits, more stringent standards or requirements on discharges to the POTW.

§ 52.020  DILUTION.
   (A)   No industrial user shall ever increase the use of process water, or in any way attempt to dilute a discharge, as a partial or complete substitute for adequate treatment to achieve compliance with a discharge limitation unless expressly authorized by an applicable pretreatment standard or requirement.
   (B)   The Wastewater Superintendent may impose mass limitations on industrial users which are using dilution to meet applicable pretreatment standards or requirements, or in other cases when the imposition of mass limitations is appropriate.
