157.02 COMPENSATION AND BENEFITS FOR PART-TIME EMPLOYEES.
(a) Part-Time Employee Compensation. All City part-time employees shall be paid at least the current minimum wage established by Federal or State law, whichever is greater. The range for all City part-time employees will be established on the most current Ordinance for nonexempt personnel compensation. Part-time employees may be eligible for increases based on person's experience, work performance, employment record, knowledge, skills, ability to perform the functions of the position, and work attitude which results in enhanced and improved performance and /or significant program efficiency, as recommended by the appropriate Department Director and Human Resources Director and approved by the Mayor.
(b) Eligible Part-Time Employee Paid Time Off.
(1) Every eligible regular part-time employee shall be entitled to accrue the number of paid time off hours ("PTO hours"), based on the PTO Schedule set forth herein, per calendar year, and shall be permitted the requested number of hours of compensation per day as if actually working on the day not worked. The PTO hours herein provided for shall apply to scheduled workdays only. In the event that a department does not have a weekly work schedule, scheduled workdays are defined to be the eligible part-time employees' regular hours of work Monday through Friday. PTO hours shall not be accrued and included in the computation of overtime. PTO hours must be used in the calendar year that they are accrued (e.g. January 1 to December 31). If not used, hours are automatically forfeited.

(2) Eligible Part-Time Employee Definition. In order to be eligible to receive PTO hours set forth in the preceding section, the part-time employee shall have been employed by the City for not less than five (5) consecutive years and has been regularly scheduled to work no less than One Thousand Forty (1040) hours the previous calendar year. Said employee shall be eligible to receive personal time off benefits set forth herein. Neither a Seasonal employee, nor any City employee that has previously elected to retire and return to part-time employment by the City shall be eligible to accrue and/or receive PTO hours.
(c) Part-Time Employee Group Medical Insurance. A part-time employee, who is at least eighteen (18) years of age and is not eligible for other insurance coverage, may be eligible to participate in the group medical health insurance plan available through the City's group rating upon achieving ninety days (90) of continuous employment with the City, provided the part-time employee works an average of twenty (20) hours per week, during the previous ninety (90) days, and continues that average weekly twenty (20) hours per week throughout employment with the City. Seasonal employees are not eligible for group medical health insurance plan through the City's group rating. Group medical health insurance design(s), choice of healthcare vendor(s) and premium contributions made by the part-time employee shall be determined solely by the City and under the terms and conditions set forth in the applicable policy in place from time to time. The City reserves the right to make changes to its group medical health insurance available to part-time employees herein, including but not limited to, terminating the policy within its sole discretion.
