151.08 LONG RANGE RECREATION PLANNING.

   The Recreation Director shall be responsible for the implementation of recreation programs and rules and regulations regarding such programs, the daily management of the Parks and Recreation Department and any disciplinary matters concerning either. However, in the implementation of long-range planning for recreation programs and major capital improvements for inclusion in the annual budget and in such matters as the participation fees and the use of recreational facilities, the Director and the Community Services Committee of Council shall act jointly. On such matters the determination shall be made by the Director and a majority of the members of Council, provided, however, that if no agreement is reached, the unanimous decision of the Mayor and the Council shall be decisive.
