138.01 CREATION OF DEPARTMENT; DUTIES.

   There is hereby established a City Technical Services Department, which shall be responsible and accountable for the planning, direction, operation, technical repair and maintenance of the electrical, mechanical and electronic systems of the City (i.e., buildings, utilities, communication devices and systems, security systems, environmental systems, etc.)
