133.01 NOTICE OF BIDS RECEIVED.

   Whenever bids have been received for a purchase or contract involving an expenditure of more than seven thousand five hundred dollars ($7,500), as required by Article IV, Section 2(c)(5) of the Charter, the Finance Director shall furnish to each member of Council a copy of the specifications and a tabulation of bids received at least one week before any bid is accepted by Council, unless Council, by a majority vote of its members in the case of an emergency, votes to dispense with such notice.
