123.04 MINUTES OF BOARDS AND COMMISSIONS.
The Civil Service Commission, Planning Commission, Board of Zoning Appeals, Architectural Board of Review, Recreation Board and such other boards and commissions created by the City Charter and ordinances of Council, shall keep a journal of their proceedings. The minutes shall set forth the names of all members voting in the affirmative, all those voting in the negative, and all those abstaining. The minutes of all meetings shall be forwarded to the Mayor, each Councilman, the Finance Director and all department heads immediately upon their transcription by the secretary or such person designated to record the proceedings of the meeting. After due authorization and approval of the minutes, as transcribed, the minutes shall become official records incorporated into the journal of the Board's proceedings, which journal shall be open and available to the public for inspection at all reasonable times.
