105.05 SECRETARIES FOR COUNCIL COMMITTEE MEETINGS.
   (a)    The chairman of each of the Council committees shall, in accordance with this section and when he, at his discretion, deems it necessary, designate a person to act as secretary to record the proceedings of the respective committee meetings.
   (b)    A secretary shall be provided only for those meetings which are of such an important and special nature that it would be impractical for any of the committee members to record adequate notes.
   (c)    The person so designated, as provided in subsection (a) hereof, shall be compensated at the rate of twenty-five dollars ($25. 00) per meeting, which shall include the typing of the minutes of the recorded proceedings, except when the person so designated is an employee of the Municipality and the meeting takes place during the regular business hours of City Hall.
