There shall be a Finance Director, Law Director, Service Director, Planning Commission, Board of Zoning Appeals and Civil Service Commission. The Council may, by ordinance, make provision for such other departments, commissions, boards, and offices as it may determine are required from time to time, and may combine, consolidate, or abolish such other departments, commissions, boards, or offices or divisions or sections thereof, as it may deem necessary, so long as such action is not inconsistent with any provision of this Charter.
