SECTION 3. LEGISLATIVE POWERS OF THE MAYOR.

The Mayor shall preside at all meetings of the Council, but shall have no vote therein except in case of a tie, unless otherwise provided in this Charter. The Mayor may introduce ordinances and resolutions and take part in the discussion of all matters coming before the Council.
