At the first meeting in January, 1970, and in January of each second year thereafter, the Council shall meet in the Council Chamber and organize. At such organization meeting, or as soon as practicable thereafter, the Council shall elect one (1) Councilperson as a member of the Planning Commission and one (1) Councilperson as a member of the Board of Zoning Appeals, each to serve for the balance of his or her term as Councilperson unless he or she shall cease in the meantime to be a Councilperson.
The Councilperson-At-Large who received the highest number of votes at the regular municipal election shall be the Vice Mayor and the ballot for Councilperson-At-Large shall so specify. (Approved by voters November 2, 1982.)
