ARTICLE I
POWERS
   The Municipality of Independence shall have all the powers, general or special, governmental or proprietary, express or implied, which may now or hereafter lawfully be possessed or exercised by municipalities under the Constitution and laws of Ohio, and no enumeration herein of specific powers shall be held to be exclusive. All such powers shall be exercised in the manner prescribed in this Charter, or if not prescribed herein, in such manner as the Council may determine, or unless a contrary intent appears in the Charter or in the enactments of the Council, in such manner as now or hereafter may be provided by the laws of Ohio.
