(a) To provide for the general health and welfare of the City; and
(b) To prevent nuisances from negatively affecting the property values within the residential neighborhoods of the City; and
(c) To provide for the continued safety of City residents who reside within residential districts.
(d) Regarding false alarms, to prevent the unnecessary diversion of police and fire protective services to the residents and visitors of the City due to responding to non-criminal or non-emergency situations.
