960.01 COMMUNITY/CIVIC CENTER USE.
   (a)   Only the following individuals shall have permission to enter the premises of the Community/Civic Center and use its facilities:
      (1)    Any resident and resident's family who has obtained a valid pass.
      (2)    Any non-resident City employee and non-resident City employee's family who has obtained a valid pass subject to the restrictions below.
      (3)    Any person who is an invited guest of a resident.
      (4)    Any person who is entering the premises to attend an event or program sponsored by a resident or the City. But only prior to the event or program and shall leave the premises upon the conclusion of the event or program.
      (5)    All City employees or safety personnel as a result of maintenance or safety reasons.
   (b)    The following restrictions are imposed on non-resident City employees and non-resident City employee's family while using the Community/Civic Center and facilities:
      (1)    Neither the non-resident City employee, nor their family, are permitted to have guests. However, a nonresident City employee may use any child care service as offered to residents during the time the non-resident City employee is present and using the Civic Center.
      (2)    If the non-resident City employee is a member of any union that is a party to a collective bargaining agreement with the City. Only after the union has previously entered into a letter of understanding with the City recognizing that this ordinance is not a wage or term or condition of employment and the City's sole right to amend, modify or repeal, in whole or part, this ordinance.
      (3)    Non-resident City employees and non-resident City employees' family shall have access to all recreational programming and facilities, including the field house and pools; however, non-resident City employees and nonresident City employees' family shall not have access to renting any facilities. Residents and their family shall have priority as to scheduling of the racquet ball court and field house basketball courts over non-resident City employees and non-resident City employees' family.
      (4)    Except as expressly provided herein, non-resident City employees and non-resident city employees' family shall not have access to community service programs, programming or other services.
