1354.03 INTENT.

   (a)   It is the intent of the City of Independence to adopt regulations for construction sites that protect the quality of both local and state water resources and both adjoining and downstream property owners from:

      (1)   Loss or disturbance of riparian areas, and

      (2)   Loss or disturbance of wetlands.

   (b)   This chapter gives the City, through action of the City Engineer, authority to adopt, implement, use, and require that developers and builders in the City use the Storm Water Drainage Manual. This manual shall comply with the Ohio Environmental Protection Agency’s Phase II Storm Water Permits Program and the Storm Water Management Program developed by the City.
