1321.03 DENIAL OF REGISTRATION; APPEAL.
   Any person who, upon application, is denied a registration by the Building Commissioner may, within ten days from and after such denial, appeal from the decision of the Building Commissioner to Council, which shall promptly hear the evidence of the applicant and of the Building Commissioner, and which may, at the conclusion of such hearing, sustain, reverse or modify the decision of the Building Commissioner. The appeal shall be in writing and shall be filed with the Clerk of Council who shall report the filing of such appeal and transmit all papers so filed to Council at its next regular meeting.
