It shall be unlawful to construct a drainage or storm sewer through, upon or across private property without first obtaining from the owner an easement, which is satisfactory to the Law Director and Municipal Engineer, for a width not less than fifteen feet and containing a prohibition against the construction of any building or driveway or the planting of trees or shrubs which would interfere with the maintenance, operation, repair or reconstruction of the drainage sewer by the Municipality. The easement shall be filed for record, shall run with the land and be binding upon the owner and his successors in title to the land covered by the easement.
