It shall be unlawful to erase, alter or modify any lines, figures or color contained upon any such drawings or specifications filed with the Building Commissioner. If during the progress of the execution of such work, it is desired to deviate in any manner affecting the construction of any essential of the building from the terms of the application, plans and specifications, notice of such intention to alter or deviate shall be given in writing to the Commissioner, and the approval of the Architectural Board of Review and of the Commissioner shall first be obtained in writing before such alteration or deviation may be made, or the Commissioner may require that new plans shall be submitted and approved therefor.
