903.04 FEE FOR CHANGES.

Every person otherwise filling in, covering, regrading or altering the course or grading of a roadside drainage ditch or in any manner changing the grade of a ditch, tree lawn, or other portion of a dedicated street shall first pay to the Municipality a fee of fifteen dollars ($15.00) to defray the cost of approval and inspection.
