   741.02 FRANCHISE REQUIRED.
   No person shall operate a taxicab business or cruise, solicit or pick up passengers in a taxicab or hack upon the streets within the Municipality unless or until a franchise for the operation of a taxicab business and the operation of taxicabs within the Municipality has first been granted to such person in accordance with the provisions of this chapter.
