721.04 ADDITIONAL POLICE, COST; ACCESS.

   In addition to such permit fee, the Mayor may require the payment of such additional amount as will reimburse the Municipality for the cost of hiring additional deputy police when the Mayor shall have determined that additional police services will be necessary to handle traffic arising from such picnic and to otherwise protect the public peace and safety. Every such picnic and the grounds upon which a picnic is held shall be open at all times during the holding of a picnic to any police officer or deputy, fire officer or fireman of the Municipality, and such police and fire officer shall have free access to such grounds.
