721.02 OWNER'S LICENSE; FEE.

No person shall hold any picnic or outing on any picnic ground until the owner, lessee or operator thereof shall have been duly licensed for such purpose. A license shall be issued by the Mayor for the term of one calendar year or fraction thereof, for which the fee shall be at the rate of twenty-five dollars ($25.00) per calendar year, payable in advance, and shall contain the name and address of the applicant.
