711.05 EXEMPTIONS; REGISTRATION REQUIRED.
(a) The following persons are hereby declared exempt from the requirements of obtaining a license as provided in Sections 711.01 and 711.04: any person selling the products of his or her own raising; a manufacturer selling any article manufactured by him or her; a person selling newspapers; a duly authorized solicitor soliciting the purchase of goods, wares, merchandise or gifts for or on behalf of any recognized educational, civic, religious or charitable organization; all vendors who are invited or scheduled upon private premises, who appear by appointment and time schedule arranged with the customer and who are not selling, therefore, upon a random, casual, door-to-door basis, but who have, rather established a definite appointment schedule; and all other persons otherwise exempted by law. However, all persons conducting any such exempted activities shall nevertheless first register with the Police Department prior to engaging in random sales or solicitations and shall state the name of the organization for whom they are conducting such activities and the duration of such activities from beginning to ending dates. No charge shall be made for such registration.

(b) Garage sales sponsored at the homes of residents of the City are exempt from the license requirements of this chapter except that no person shall conduct or act as sponsor of a garage sale within the City more than two times per calendar year. However, in order to be exempt, such garage sales shall be held at the same address, shall be for a period of not more than three continuous days each, shall be held only on a Thursday, Friday and/or Saturday and shall be held only between the hours of 9:00 a.m. and 6:00 p.m. The resident of the home sponsoring the garage sale shall register such event with the Building Official at least three days prior to the garage sale. There shall be no registration fee. If a sale cannot be held as scheduled due to inclement weather, one additional sale day shall be allowed for each scheduled day which has to be canceled.
