660.13 DRAINS, RAVINES AND DITCHES.

(a) No person shall cover or fill drains, ravines or ditches without having the plans and specifications approved by the Municipal Engineer and getting the consent of Council.

(b) Any and all drains, ravines and ditches heretofore covered or filled, without having such plans and specifications approved by the Municipal Engineer and having the consent of Council, shall be removed; provided, however, that additional tiles or culverts may be installed with the approval of the Municipal Engineer and the consent of Council.

(c) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree. Punishment shall be as provided in Section 698.02.
