649.05 SOUND TRUCKS, PUBLIC ADDRESS SYSTEMS AND LOUD SPEAKERS.
   (a)    No person shall use sound trucks, public address systems or loud speakers on the streets and highways or in public places, or in locations within the hearing range of the public, without first obtaining permit for such use as herein prescribed.
   (b)    The Chief of Police is hereby authorized to issue such permits, on such forms as he shall prescribe; provided, however, that he may submit any applications for permits to Council for determination.
   (c)    The Mayor and Chief of Police are hereby authorized to direct and control the volume used in such sound trucks or public address systems or loud speakers, and either of them may revoke any permit granted under this section.
   (d)    Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 698.02. (Ord. 1999-52. Passed 11-9-99.)
