620.12 EMERGENCY WAIVER.

   In case of flood, fire or other natural catastrophe, or in case of urgent necessity for the protection of the peace, health or safety of the Municipality, the Mayor may suspend any part of this chapter as he deems necessary.

   In case of any construction of an urgently needed public improvement, determined by Council as required for the public convenience or welfare, Council may suspend or waive any part of this chapter as it deems necessary, provided, however, that neither the Mayor nor Council may suspend or waive any provision of this chapter dealing with the schedule of safe, tolerable limits as set forth in Section 620.09.
