620.11 RECORDS.
(a) Scope. Records shall be kept of every primary well drill blast in an approved manner and for such other blasting as the Municipal Engineer and/or the Law Director may require.
(b) Minimum Recorded Data. Minimum recorded data shall be as follows:
(1) The name of the firm and/or individual conducting the blast;
(2) The location, date and time of the blast;
(3) The name and signature of the qualified blaster conducting the blast;
(4) A report of weather conditions, including temperature, wind direction and velocity;
(5) A description of the type of material blasted;
(6) The number, diameter and depth of blast holes;
(7) The type of, identity of manufacturer of, and amount of explosives used;
(8) The total weight of explosives;
(9) The weight of the explosives per hole;
(10) The maximum weight of explosives detonated within any eight millisecond period;
(11) The type of initiation or detonation system used;
(12) The delay pattern, including the actual firing time of each hole;
(13) A sketch, in reasonable detail, of the blast pattern showing all holes, delay patterns, previously blasted material and an indication of north;
(14) At the completion of the blasting operation, a final map, in reasonable detail, of the permit area showing the location of each blast, and identifying each location with the date, time and other pertinent information concerning each blast;
(15) Seismographic and air blast records, including the following:
A. The type of instrument, sensitivity, and calibrated signal of the device, also, certification that the equipment has been calibrated within the past year, along with a written indication showing any and all calibrations done within the past year, and the results of those calibrations;
B. The exact sensing location of the measuring instrument, along with an indication of the date, time and distance from the blast;
C. A report describing the electronic analysis of frequency versus particle velocity. This to be in a format that demonstrates compliance with modified figure B-1, Bureau of Mines, RI 8507;
D. An air blast levels report; and
E. The name of the person and/or firm analyzing the seismographic record.
(c) Number of Copies. The blaster shall retain a record of all blasts for at least three years, and shall make copies of these records available for inspection upon request by the public or by the Chief of Police.
(d) Inventory. A continuous inventory of explosives purchased for any given project shall be kept continuously at the site. Such inventory shall include materials on hand, materials received (from purchase, returns or storage or otherwise), materials charged out, name of the storekeeper and dates.
(e) Seismograph Records. If seismograph or air pressure readings, or both, are taken upon authorization of the contractor, a copy of the covering seismograph report shall be forwarded to the Municipal Engineer without delay, together with a copy of the records required to be maintained by subsection (c) hereof, in order to provide basic data for research and study of seismic effects.
(f) Qualifications of Seismologist. Seismograph reports shall be signed by a person whose qualifications are satisfactory to the Municipal Engineer and the Law Director. Such person shall be held responsible for the authenticity and correctness of such reports.
(g) Whoever violates or fails to comply with any of the provisions of this section is guilty of a misdemeanor of the third degree. Punishment shall be as provided in Section 698.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. (Ord. 1999-31. Passed 10-12-99.)
