620.07 GENERAL SAFETY PROVISIONS.
(a) Safety Organization. Safety meetings should be held and the attendance of employees encouraged in order to develop and maintain effective teamwork for accident prevention in connection with the use of explosives for blasting purposes and all related operations.
(b) Rules. The contractor shall provide employees with copies of approved written rules or standards governing the procedure to be used by employees for the safe use of explosives.
(c) Safety Training and Education.
(1) All employees should be trained and stimulated to follow safe methods of work and to take sincere interest in the safety of all concerned in using explosives;
(2) Every employee handling explosives shall be instructed in the hazards of his occupation with respect both to himself and to his fellow workers;
(3) Special attention shall be given to all new employees and to those transferred to unaccustomed tasks;
(4) Workmen shall be instructed in the use of and the necessity for using the personal protective equipment and any other protective equipment provided by the employer necessary to their safety in the use of explosives and related operations.

(d) Whoever violates or fails to comply with any of the provisions of this section is
guilty of a misdemeanor of the third degree. Punishment shall be as provided in Section 698.02. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
