If the owner, occupant, lessee, mortgagee or agent of the building or structure shall fail to comply with the order of the Commission within the time hereinbefore limited, or, having begun the work, as ordered, in compliance with the order, shall fail to prosecute the work with reasonable diligence, the Building Inspector is authorized to cause the proper city officials to proceed forthwith to make repairs or to tear down or remove the building or structure, as the case may be, on behalf of the city.
