Any member who misses three consecutive regular meetings, or 25% of such meetings in any calendar year, unless such absence shall be excused by the Commission, shall be deemed to have vacated his office, and the Commission may declare said office vacant. Upon such office being declared vacant, the City Commission shall appoint a new member to fill such vacancy for the unexpired term.
