§ 92.28 POWERS AND DUTIES.
   The Parks and Recreation Commission shall plan, conduct, supervise and maintain public play fields, athletic fields, recreation centers and other recreation facilities and activities with the consent of the owners and authorities thereof. It shall have the power to conduct any form of recreation or cultural activity that will employ the leisure time of the people in a constructive and wholesome manner. Also, this Commission shall encourage developers, absentee owners, homeowners, tenants and businessmen to accept basic responsibilities for preserving and enhancing the beauty of private and public places. It shall encourage the placing, planting and preservation of trees, flowers and shrubbery and sponsor and promote Arbor Day. And, the Commission shall sponsor a program of general improvement of the appearance of all properties in the city.
