An owner of property creating a new road, which is required to be named under the terms of §§ 152.02 through 152.05, shall comply with the terms hereof within 90 days of the opening of said road for public or private use. Any person, firm, or entity not complying with the terms hereof shall be guilty of a misdemeanor.
