(B) Although all county roads within the county, both within subdivisions and outside of subdivisions, may be named, only those with more than two residences are required to be named pursuant to this section. (Roads already platted but not maintained or new roads laid out but not maintained shall likewise be exempt from the requirements of this section.)
(C) The purpose of §§ 152.02 through 152.05 is to establish a standardize procedure for road naming and signing. To accomplish this goal, the aforementioned sections set forth a procedure to govern the selection of road names and the assignment of address numbers throughout the county’s incorporated areas. Additionally, the purpose shall be as follows:
(1) To minimize future road named conflicts;
(2) To provide a data base for county records and enhanced 911 service;
(3) To expedite property identification for emergency service providers; and
(4) Comply with the following addressing guidelines: United States Postal Service Publication 28: Addressing.
(D) County roads will be named using postal guidelines and abbreviations. Public roads will be distinguished with a green street sign. A blue sign will distinguish private roads.
(1) Road names for the entire county shall, as far as possible, be unique throughout the county and not conflict with, or be substantially similar to, other road names in or out of incorporated areas or within subdivisions. The owner or owners of private roads to be newly named shall submit a list of names to the county, under § 152.03, which they intend to assign their private roads; provided, however, the final choice of names shall be at the sole discretion of the Board of County Commissioners and conform to the procedures set forth in this subchapter.
(2) An existing road name may be changed by resolution of the Board of County Commissioners, upon the application of any interested parties.
(E) The application for a road name change shall be made in writing and filed with the County Clerk. Upon filing of the application for a change of name of a road, the Board of County Commissioners adopts the notice and hearing procedure available in Idaho Code § 67-6509, the terms and conditions of which are incorporated herein. After a public hearing, the Board of County Commissioners may exercise its discretion to change a road name by appropriately passed written resolution.
