Before submission of a final plat, the subdivider shall prepare and submit to the City Administrator a preliminary plat of the land he or she proposes to develop as described in § 153.038(B) of this chapter. The preliminary plat shall be submitted only after the advisory meeting with the city planning staff and prior to the making of any street improvements or the installation of any utilities. The preliminary plat shall cover all of the owner’s contiguous land, but the final plat may cover only a portion of the preliminary plat; provided, it is in conformity with the approved preliminary plat.
