Amendments to these Subdivision and Land Development Regulations may be initiated by either the Planning and Zoning Commission or by the Council. The Planning and Zoning Commission shall hold a public hearing on all proposed amendments, whether initiated by the Planning and Zoning Commission or referred to the Planning and Zoning Commission by the Council. The Planning and Zoning Commission shall promptly, after such hearing, make a report to Council on the proposed amendment, which report shall summarize the results of the public hearing, the effect of the amendment, especially as it relates to the findings and objectives set forth in Sections 1131.02 and 1131.03, and which report shall contain the recommendation of the Planning and Zoning Commission as to whether or not such amendment should be approved by Council. The Council shall consider such report and may pass any ordinance providing for such amendment only upon the affirmative vote of at least four members of Council.
