The general purpose of these Regulations shall be to guide and regulate the subdivision and development of land in order to promote and protect the public health, safety, convenience, comfort, prosperity and general welfare. It is intended that the provisions of these Regulations shall be applied to achieve the following objectives:
(a) Protection of the public health and safety by preventing the contamination of water supplies, the erosion of soils, the increased runoff of surface water and the increased risk of flood damage;
(b) Protection of the scenic values and the scenic resources of the Village, particularly the natural beauty and terrain of the Village, the foremost of which is the Chagrin River Valley, together with the preservation of biological and ecological diversity;
(c) Preservation of open space for the general welfare of the residents of the Village, including recreational, environmental and other purposes;
(d) Orderly development of the land;
(e) Provide that each newly created lot not only meets the five-acre minimum size requirement contained in the Zoning Code and Zoning Map of the Village, but also contains a suitable building site which conforms to the setback requirements of the Zoning Code, has reasonable access, a reasonable grade, an available supply of water and an adequate field for the placement of a properly designed septic system, and is designed in a way to minimize the amount of surface water runoff from the lot so as to prevent soil erosion and flooding; and
(f) Ensure the accurate surveying of land and the proper preparation and recording of plats.
