The Police Department shall have authority to grant permits to the owners of freight-carrying vehicles, service trucks, and service vehicles authorizing them to park for a longer period than 30 minutes in the central business area when evidence is presented to the Police Department showing the necessity thereof. Application for this permit shall be made to the desk sergeant of police headquarters, stating the time and location requested. It shall be unlawful for any owner or driver to violate the terms of the permit; provided, however, that no permit shall be required between the hours of 5:00 p.m. and 9:00 a.m.
