(A) Freight-carrying vehicles of one-ton capacity or more are hereby prohibited from operating or driving over:
(1) Flaxmill Road, between LaFontaine Street and McGahn Street; and
(2) Polk Street between McGahn Street to Flaxmill Road; and
(3) As through traffic on an alleyway between Jefferson Street and Guilford Street located north of and parallel to Home Street.

(B) Freight-carrying vehicles of one-ton capacity or more shall not park within the central business area of this city; provided, however, these vehicles may park in that area for the purpose of loading and unloading freight for a period of 30 minutes. This section shall not apply to freight-carrying vehicles between the hours of 6:00 p.m. and 8:00 a.m.
