Drivers of freight-carrying vehicles of one-ton capacity or more, except vehicles having origin or destination in this city, are hereby prohibited from operating or driving these vehicles over that portion of the city streets not marked and maintained as state routes, except that in making deliveries these freight-carrying vehicles, upon leaving state routes, shall proceed to delivery destination by nearest routes.
